A. Economic Development:

1. Economic action (promotion of Council Agricultural, Pastoral, Artisanal and Fish Farming activities); development and management of Council Tourist sites; support to income-generating and job-creating micro projects; the construction, equipping, management and maintenance of markets, motor parks and slaughter houses; organization of local Trade fairs; exploitation of mineral substances that cannot be given out as concession).
2. Environment Protection and Management of Natural Resources (drinking water supply; cleaning of streets, roads and Council public areas; industrial waste management monitoring and control; reforestation and creation of Council woodlands; the fight against squalor, pollution and nuisances; protection of groundwater and surface water resources; preparation of Council Environmental Action Plans; preparation and implementation of specific Council Plans for risk prevention and emergency response in the event of disasters; creation, maintenance and management of Council green spaces, parks and gardens; local pre-collection and management of household waste.
3. Spatial Planning, Regional Development, Town Planning and Housing (creation and development of urban spaces; preparation and implementation of Council Investment Plans; signing, in conjunction with the State or Region, of performance contracts for the achievement of development goals; preparation of land use plans, town planning, concerted development, land consolidation and urban renovation documents; organization and management of urban public transport; development operations; issuance of Town Planning Certificates, land parcelling authorizations, location Permits and building and demolition Permits; creation and maintenance of Council road networks and execution of related works; development and servicing of habitable areas; public street lighting; addressing and naming of streets, squares and public buildings; creation and maintenance of unclassified rural roads and ferries; creation of industrial zones; contribution to the electrification of needy areas; authorization for temporary land occupation and various works on public roads).

B. Health and Social Development:

1. Civil status registration.
2. Setting up, equipping, managing and maintaining Council Health Centres.
3. Recruiting and managing nursing staff and paramedics of Integrated Health Centres and the Sub-divisional Health Centres.
4. Providing assistance to Health facilities and Social Welfare Centres.
5. Ensuring sanitary inspections in establishments that produce, package, store and distribute food products, as well as that treat solid and liquid waste produced by individuals or companies.

C. Educational, Sports and Cultural Development:

1. Setting up, equipping, managing, tending and maintaining Council Nursery and Primary Schools, as well as Pre-school establishments.
2. Recruiting and managing the teaching and support staff of the said schools.
3. Acquisition of school supplies and equipment.
4. Participating in the management and administration of State and Regional Secondary and High Schools through dialogue and consultation platforms.
5. Executing plans to eradicate illiteracy, in conjunction with the Regional administration.
6. Participating in the setting up and management of educational infrastructure and equipment.
7. Preparing a local training and retraining forward plan.
8. Drawing up Council Plan for professional integration and reintegration.
9. Participating in the setting up, maintenance and administration of training centres.

D. Youth Affairs, Sports and Leisure:

1. Promoting and coordinating sports and youth activities.
2. Supporting sports associations.
3. Constructing and managing municipal stadiums, sports centres, fitness courses, swimming pools, playgrounds and arenas.
4. Participating in the organization of competitions.
5. Creating and operating leisure parks.
6. Organizing socio-cultural events for leisure purposes.

E. Culture and Promotion of National Languages:

1. Organizing Cultural Days, Traditional Cultural events and literary and artistic competitions at local level.
2. Provide support to Cultural Associations.
3. Setting up and managing socio-cultural centres, orchestras and traditional lyrical ensembles, ballet groups and theatre troupes at local level.
4. Setting up and managing socio-cultural centres and public reading libraries.
5. Participating in Regional programs for the promotion of National Languages.
6. Participating in the setting up and maintenance of infrastructure and equipment.
